I presume your clock is working?
If so, you can isolate the switch by removing the switch panel and disconnecting the switch connector. If that resolves the problem then you need to look at the switch. If it doesn't, there's another issue probably within the instrument cluster.
The switch connector is quite hard to remove. There's a slotted arm on the connector that goes over a bit of plastic on the switch. To make it easier to remove, you can lift the slotted arm one or two mm to help the connector off the switch. Pulling too hard on the connector will result in pulling the switch out of it's holder!
