Investigate the integrity of the wiring circuit to the rear lamps. As you say, the high-level brake light works so the switch, fuse and (that?) circuit must have some life in it.
I'm not convinced of the "flat earth" theory as normally each side operates in isolation to the other so problems tend to affect just one side.. and things like indicators would also be playing up.
I'd look nearer the brake pedal... where the wires to the rear brake lights separate from the high-level brake lights.
If they're on separate circuits (and if I recall, the brake light switch does seem to have several wires in there) then it's much more likely that one circuit has a break in it while the other doesn't.
So, get down into the footwell and start from there.
