Rather than water/soap, I would start with brake cleaner sprayed onto the headlining without touching/rubbing, with a container held underneath to catch the drips. Brake cleaner is an excellent oil solvent. Small risk that it might penetrate and loosen the headlining adhesive, but as long as you don't rub the surface, I think you'll be better off than using soap. Try it first anyway, there's bound to be some improvement.

To be honest I haven't tried yet. I've been busy under the bonnet giving it a good service (something it has clearly lacked in recent history given the state of the air filter) and preparing it for an MOT. When I give it a go I'll post what method was successful (or otherwise).
