Low mileaged cars will need same attention as high mileage if the work hasn't been recently done. Rubber hardens up and can break (aux belt, cambelt, bushes), plastic goes brittle (water impeller, gear shifter assembly, clutch bearing) , rust still happens (lower arms, exhaust, calipers seized).
As mentioned, for 4.5K you can get a Cup....a car onto which you can put mileage and it will retain its potential future value. As soon as you drive that blue GTV, each mile will be a bit of a stab in the back as it will just become "another gtv".
Personally I don't like Cups and I would go with a well maintened example. Plenty to choose from, it is a buyers market!
