Rust treatment

I have purchased an unused 2nd hand 256 flywheel for use on my spider. It's in new condition however the previous owner had stored it in a shed and it has surface rust on it.

Are there any good chemical cleaners out there or is it a session with the wire brush on a drill and plenty of elbow grease to clean it up?

Some wet and dry paper should see it good

Heard white vinegar is good. Will soak it for a few days.

Emery paper or wet and dry if the rust is not too thick should do the job.

How bad is it? Surely the clutch will take off any surface rust the first time it is used?

It is a little more than light surface rust, would not want to put it in that environment as it is. I was hoping to soak it in a chemical cleaning agent to lift the worst off before attacking it with brushes.
