Steering Wheel issue (Tho prob wheels themselves)

As I'm going along slowly I can feel the steering wheel rocking sideways about half a centimetre each way, as I speed up it smoothes out. Tyres have been badly wearing on the insides and higher than normal on the rest of the tyre. Alignment? or something else?

Alignment would be my first choice, but could be your track rod ends being worn and causing the wheels to toe out a bit and scrub the inside edge of the tyre, would also explain the vagueness of the steering too due to the play in it.
