I don't believe it was. History shows that the 164 started life in 1981 as progetto 156 (transaxle design following on from the Alfa 6 and 90), but was later named progetto 164 in 1982 when Alfa decided on a fwd platform and signed into the Tipo 4 platform with Saab and Fiat/Lancia. So by 1986, with the creation of Alfa Lancia Industriale, it was all but completed and undergoing endurance trials as far afield as Alaska and Morocco. Considering the 164 was launched in 1987, Fiat did not have much, if any, input into the 164 production. The most Fiat did was decide that the Thema and 164 would be built in Arese and compete against each other...
