Your fuel economy sounds pretty reasonable! I expect many on here would love to get 35mpg. In my Spider I'm running about 39 including town driving. Too early to tell what the oil consumption is, I've only done 1000km since August (and filled up with petrol once).
Your oil consumption at 1 litre every 1000miles is not as bad as my 156 was. Mine was double that - it's a 2003 156 with CF3 engine (catalysts on front downpipes) but TS not JTS. I took it apart and fitted new rings, chose the wider oil control rings from the CF2 and machined piston grooves to suit. Gave the cylinders a light hone. Great result; oil consumption now down to 1L/6000km or about a tenth of what it was.
EDIT: seeing yours is a CF2 (phase one) I'm not sure what to suggest... Maybe the rings are getting tired? Next time I fit new rings I'm considering not honing the cylinders - current thinking seems to be that they're better when polished smooth.
