The cable you mentioned is the power cable running from battery to engine, the whine is caused by the aternating/AC charge current going through the wire from alternator to battery. The induction field caused by that current is picked up by the loudspeaker itself. The whine can also change/get louder if you turn on anything electrical like headlights, demister ect -the current through that wire will de/increase.
What will help is using a good (2nd order) loudspeaker filter for woofer+tweeter. I used to have the same whine with the original, filter-less setup. Once I changed to a real 2-way compo + filter, the whine is gone.
Another option might be to somehow shield that power cable, not sure how you want to do that, but in theory that should also work.
