Should GTV Rear Hubs be Grease Packed?

Have got a replacemnent S/H rear hub assemby for son's '99 2.0 GTV after finally realising the disk on the car was running way out of true - probably due to a bent stub axle.

It seems fine, is true and bearing runs smoothly - but has no grease packing.

QUESTION IS: Should the bearing be grease packed?

There is no trace of grease other than a clean clear grease film. Bearing housing is clean unrusted metal inside and the balls unpitted - looks in good nick.

Curious as I have never seen an unpacked hub in 50 years of car maintenance....
