This was explained to me by my the 'Alfa god indy mechanic' of Dublin when I had an issue with my 164 - when a fuse goes the system tries to re-route a power supply via other fuses (think of it as kind of like what the terminator does to get working again after having the daylights beaten out of it).
It sounds great and hi-tech but, of course, it doesn't work properly ever and you just end up sounding the horn when turning on the radio, flashing interior lights, etc.
I didn't believe him and, to be honest, still am not sure whether to believe it but every time something like this has happened to me (once in the 164 and once in my GTV) simply changing a fuse which had blown fixed everything immediately.....!
