Stiff gear change at lower RPM?

Is it normal for the gear change to be of a more stiff nature at lower rpm? If I change up at around 3K rpm or above it feels relatively slick but less so around 2-2.5K rpm, pedal pressure is very firm in resistance below the first 1/3rd of travel though it changes fine at that degree of travel and there is no clutch slip evident at all. I know the diaphragm springs can get tired and be indicative of this type of foible as I've experienced with SRI cavaliers many years ago. What is normal in GTV terms?
