Pretty sure that's not right. In fact, I think car manuals specifically say to avoid recirculate in those conditions, as it can cause a sudden re-condensate.
You're sort of right, in that the instant you turn off the AC, the moisture in the car due to the hot people will cause it to start steaming again. But while you keep the AC blowing on the windows (or even into the car at all, it's still much decreasing the average humidity by inputting extremely dry air), it will continuously dry them and stop misting excellently.
AC is an absolute godsend in winter for keeping windows clear - that's why it's so bleeding annoying that it automatically cuts out if the temp drops below about 4 centigrade.
