For the ticking/Chattering, check the spark plugs are all tight.
If they are try changing the oil to a 5w-40 fully synthetic. It will help free things up like sticking tappets.
As for the throttle cable, it is probably frayed inside its sleeve and that is what is making it stick.
I had a similar thing on my Fiat coupe and I ignored it, then one day whilst 90 miles from home the cable snapped leaving me stranded.
I would buy a new one ASAP.
You can run the car for a brief period without the aux belt, but only when stationary. The steering column isn't designed to handle the load from steering the car with no PAS for too long.
You will never be cool driving a Vauxhall.
