Your engine will always run a little cooler in winter but that is too low. It should go no lower than a reading of 80 on the gauge. Any lower and your stat is starting to go. They don't go overnight and start to fail slowly so as long as you get a reading of about 70, I would hang on to it but any lower and your fuel consumption will start to rise dramatically and your engine will not run as smooth due to the enriched mixture. Look at long term damage to the cat too if you decide to leave it running with that enriched mixture not to mention unburnt fuel will get into the oil and thin it down. I had my GTV do this when I bought it and the oil stank of fuel so it must have been running like that for a while.
