You need both pulleys loose. If the bolt on the exhaust pulley wont loosen, all you can do is remove the camshaft, get it in a vice (use aluminium jaws) and "lean on it". The belt should be fitted anti-clockwise starting from crank, exhaust cam, inlet cam,etc.
DON'T use the the cam locks to hold the camshafts while loosening/tightening the bolts. Use a tool on the sprockets. If you don't know what I mean, let me know and I will post a piccie of my home made one.
