I think it's well worth a punt at that price, it's a good looking car, looks like it needs some TLC if you want it in good condition, but you might be happy to leave it as it is. That Cup kit is quite expensive, but as mentioned it's an 'official' kit so is OK with me, though not really to my taste, and the red dash and doors has never appealed to me either.
GTs were mentioned above, but V6 ones properly start at around £12k on Pistonheads (though there seem to be one or two at £7.5k-£8.5k).
Number of owners is a personal thing. I think the fewer the better, and would rather have a car with higher miles and less owners than vice versa. I always see it as 5 owners (for example) means there's 5 times the chance an owner has abused the car, or serviced it on the cheap, or thrashed it when cold, or taken all the tools and literature etc etc.
When looking for mine I was surprised as to how many GTVs had loads of owners; they seem to change hands quicker than other cars, so the 8 owners that has now had doesn't surprise me in the least for a 10 year old car.
If you want to cherish the car and own it for a while, I'd be inclined to look for a one that has less owners, if you're not fussed about its cosmetic condition too much, or feel you won't own it for long, maybe number of owners isn't so important.
If you do bid for this can you have it inspected by AA/RAC or a specialist before completing the deal?
One last thing, the guy had 5 prospective buyers come look at it yet none have bought it, that says a lot to me.
Oh, and buying a *** GTV number plate off dvla may well cost £250+, but are you going to sell yours for that much, if at all?
