Based on experience, I would budget £1-2k for the re-spray. £1k won't be that good nor last very well, £2k, at the right place, should be enough to see it looking good again. I'd be hesitent about paying more than that as it's so hard to tell with re-sprays how long they will last. Nearly all will look good initially, it's how they stand up 5 years down the line that is the test.
By the sounds of your description, I recon your cars been re-sprayed before! It looked really sharp in the eBay pics, I bet they were a few years old an it had been re-sprayed on the cheap. Wouldn't be supprised if whatever paint was used has reacted badly with the original paint which is what is causing it to peel, because that sounds very odd. Faded plastics, normal, peeling paint? Never heard that before..
So, if that theory is right, that's the proof you need that you get what you pay for in the long run! It may be worth you trying to speak to some experts to fine out what could have caused paint finishes to react, because you may have to strip a lot of it back to avoid it hapening again. Unfortunatly, that is likely to make it a more expensive job.
There should be hope though. The paint on my Cup, touch wood, is pretty mint, so I think if they are kept clean and well waxed, there should be no reason they don't last well.
