The important point to remember before appealing to the Financial Services Ombudsman is that they're not going to be interested unless you've followed your insurance company's customer charter. At my insurance company this is call customer services, if not happy with response write to customer relations. If still unhappy write to director of operations. If response not satisfactory, then and only then will FS Ombudsman have a look.
I'm really hoping you get this sorted out, but the bad news is that (at my company at least) the ombudsman invariably finds in favour of the insurer.
