This may sound drastic but I used a foam paintstripper from an aerosol can and lightly sprayed the entire surface of the centre consol. The horrible rubbery paint gave way very easily with a little scrubbing to leave a nice clean light grey hard plastic surface. This gives amuch better base to paint with, since if you paint over the top of the original rubbery rubbish the finished product is ultimately 'unstable' and is prone to scratching. This is what happened to me on the first effort, so I'm having another go with a second one.
Admittedly, I was concerned about using the paint stripper, but it actually worked! The refurbished centre consoles are worth doing though - the way the original rubbery crap that scratches and then ultimately goes sticky really is quite revolting.
