Initially disconnect the fog lights themselves and then switch on, if the fuse doesn't blow then you have a problem in one of the lights, connect one at a time to discover which one is faulty.
If the fuse does blow with both lights disconnected then you have a fault in the wiring somewhere, perhaps due to chafing and so earthing the 12 volts. If this is the case it will be a case of physically tracing the wires and examining them carefully, particularly where they go through a hole, looking for damaged insulation or even moisture in any plugs and sockets that may be used. Laborious but can't think of a quicker way.
