Wobble bolts are like normal bolts but the "cup" part that fits against the wheel is a separate piece, instead of being a part of the nut. This allows the cup to adapt to the wheel holes being 2mm away from the hub holes when you tighten the bolts up.
Once you tighten the bolts up, the cup is squeezed between the bolt and the wheel hole, so it's tight. The name "wobble" makes it sound a bit "loose" but once tight, it acts the same way as a normal wheel bolt.
215/45x17 will be okay. Don't worry about offset toooo much. The difference between a 35 and 38 is just 3mm after all.. Offset is more crucial if you have wide tyres but yours aren't too severe.
