hi cannonball, I've just signed up to say this..
That backing plate really shouldn't move about or contact the disc in any way and shouldn't 'pivot', at least.. that sounds very unlikely to me. I'm guessing it's either
a. broken off at a second fixing point somewhere.
b. not properly attached at the first fixing point.
Either way, I suggest taking a good look at the same backing plate on the other side to see how that is connected. Use a good bright torch and don't be afraid to get close to the ground to get a good look. Although even if you can diagnose the problem, you may not be able to fix it yourself, but it doesn't sound all that serious.
 and feel around (carefully, without cutting yourself ;-) ) for any jagged edges where something might have snapped. oh..and check for any bolt or nut type things that look like they might need tightening.
[edit2] another thought, there is always the possibility that something rubbery has perished or deformed.
