They're all like that. You might be losing a little fan speed through bad electrics, but mostly the fan's airflow is poor and it gets lost through air leaks. Set the ventilation control to the three centre vents, then look under the dash at the flap which allows air to the footwells. It won't be close to closed!
I removed the little storage bin (Alfa Control placeholder) infront of the gearstick and jammed something underneath the metal band you'll see in there, which rests over the gearbox tunnel and supports the dash. This helps counteract some of the sag which contributes to air leaks. Also if you're driving, lower the windows slightly or open the sunroof and air will blow through the ventilation system much better than the fan could ever manage.
If you don't get enough heat, check your engine's temperature gauge. If that's at 80, you might need to thoroughly wash out your heater matrix (rust coating the inside can decrease its efficiency) or replace it.
