When the ignition is on the fuel gauge needle sits at about 1/8 of a tank even though theres about 20 litres in the tank, so it should sit just over the half way mark.
It's a 50-litre tank, 20 litres should be under half.
Remember also that the fuel gauge is rubbish and it reports more if the car's facing uphill, less if it's facing downhill. Fill the tank to the top and try again. ;p
Both gauge needles should go right off the bottom of the scale when the ignition's turned off. What happens to the temperature gauge needle if you unplug the car battery? That might tell you whether something mechanical is wrong with the gauge itself.
