I have the cam wheels from ah motorsport (already on the car), Dell'orto 40's through an origonal air filter and box, carbs have been rejetted and a 'performance' fuel pump too. Ive had no head work as yet, 16v radiator + exhaust manifold with a group N omp middle and back box. An estate gearbox (but i'm not sure of the advantage this has), Used to have a front opm strut brace and havent driven it since i took it off.
All in all my 33 really pulls, i get to sixtey in around 7 seconds in the damp easy 6.5-7.0 in the dry. Revs go up all the way, i have no rev limiter, i get to about 8k but i'm not taking it anymore! no real flat spots at all, the only thing wrong is a slight crunch into second, but this has been there for a while now...
All the work you seem to want does seem a good route to go if you want to tune the 8v, i would go for solid tappets like you said, pulleys are a yes, this improves the flat spots. I would try and find a 16v exhaust system? and uprated air flow and fuel mixture. (uprated pump and re-jet the carbs.)
If you get all that done, i suggest some new pads and possibly some discs too? you need to stop.
I think you'll be looking at a fast car if it all works good, i always check levels of lubricant and cooling though, keep it in check and it'll be fine. I cant predict on horsepower or anything, best to ask garages for that.
Is there no-one in malta who could advise you and get you parts?
All in all, my 33 is pretty quick, i can beat early 2l turbo subaru's. audi tt's from the lights, its gone past a merc at 145mph. My mates cars include swift gti, mr2, 145 cloverleaf. all beaten.
