Why do you believe the problem is that the horn button isn't earthed when the ignition is on? That sounds impossible, for the ignition key to un-earth the steering column. Steering column would be earthed through its mounting brackets or the front suspension or something..
You can unplug the horn - there's a plug in the wire feeding it (purple wire?) near to where the horn lives in the front left corner of the engine bay.
With the horn unplugged you can hear the horn relay clicking as you press the horn button.
I presume this relay doesn't click when the ignition's on.
For the relay not to work when the ignition's on, it must get insufficient power when the ignition's on. I presume the horn button grounds one side of this relay (while the other must be connected to 12V), and the horn button and its earth cannot be affected by the ignition key.
