I had the very same debate a couple of years ago.
Although there are boots that are specially designed to be superglued on, I couldnt stand the thought of using glue either.
On my 33 I had the complete steering rack rebuilt because it was also leaking.
It requires special tools and a rebuild kit which adds to the costs.
This rebuild though shouldnt be done by someone who hasnt done it before.
A couple of years ago when I had to change a mates steering rack boots to pass through MOT, we had to deal with this issue.
At the end of the day, he paid 100 Euro for the boots and we took off the rack ourselves, took it to a specialist and he charged us 50 euro just to replace them - which is a very good price.
however he was extremely careful, not to brake any seals while replacing them so that the rack wouldnt start leaking afterwards.
The boots needed to be streched a bit to go through, but job done.
I would suggest you ask a specialist how much he would want to change the boots if you took him the rack and the boots to begin with.
