Yes it can be done, it isn't quite a bolt in job though. The biggest problem is that the power steering was not intended to be fitted to the "short nose" 33's.
The problem is that the power steering pump mounts exactly where the radiator fan is fitted. On the S3 cars the radiator is mounted further forward so there is more room for the cooling fan.
If you fit the power steering to an earlier car you will need to find a smaller cooling fan in a different place. You could try using an airconditioning condensor fan or a pair of smaller ones.
Otherwise the job isn't too bad to do. The cost will depend on what the parts cost you. Be careful when buying secondhand parts as the steering racks can leak internally and are quite expensive to rebuild, make sure you pull the rubber boots back, if any power steering fluid comes out find another rack or get it rebuilt before you fit it.
It may be cheaper to buy another donor car and swap the parts over. At least that way you will have all the parts you need and you will be able to see where it all fits.
If you don't do it yourself the labour charges will depend on how familliar you mechanic is with the model, it will probably take around 1-2 days labour to do the job depending on how much time you spend adapting cooling fans to suit.
