My main experience of regional differences with global brands comes from the motorcycle world.
A couple of years ago there was great discussion on a Yamaha forum about engine oils in Europe and the USA. It turned out that the additive packages in the oil varied along with the recommended uses. I can't remember the oil name but a particular Shell oil was used as a bike engine oil in the US, milking machine oil in the UK and diesel truck oil in Asia!
However -an oil marked 15W50 is always the same viscosity throughout the world and a API SF oil will have met the same quality standard. My motto is to know what you want and read the small print on the container.
