There can be big gains if BHP if the injection system is restricting the breathing and fuelling.
10 years ago in the UK, one of the best production 2.0 ltr engines came from Vauxhall / Opel in the shape of a 16v engine. If you removed the injection system and fitted Twin 45 Weber carbs you got an instant ~20 bhp increase with not other engine work.
This was of great advantage to race / rally cars if they were allowed the modification but these carbs are NOT cheap.
But I think that is more the exception than the rule. Carbs are less fuel efficient than modern fuel injection systems.
Much better to get some inlet / exhaust manifold polishing, porting and matching and cylinder head work done and a chip change which should produce a nicer more powerful engine.
