Idle Air Control valve (or motor) - 16v


I had my Idle Air Control valve removed today (from my 16v) and I realized the valve was stuck. (Bosch 0 280 140 514) First thought was that I had to lubricate it and second thought was that, maybe it should move only when it receives a signal from the engine control unit? Does anyone know how it should work?

you can move it by hand as well if you stick your finger in it.
If I remember correctly , it should do half a turn and then spring back into place.

Spray some cleaner in it. It could be stuck as you say.
