The Sprint is not so straight forward as a 'normal' car - for some odd reason Alfa decided not to have adjustable steering arms so the only way to adjust the alignment is to disconnect the steering arm ball joint, turn it one turn, clamp the ball joint back and then check alignment again.
This is pretty time consuming for a garage to do and probably requires to remove the wheel each time, I think the way you describe is the way it should be done but since the amount of possible adjustments is very limited (ie the minimum adjustment is a complete turn of the ball joint) it doesnt normally take too long.
And because you cant normally get exact adjustment on both sides of the steering rack, the steering wheel has some small adjustment so you can adjust it to straight ahead without having to pull it off the splines
