If you are looking at hillclimbs etc, then you need to look at what types of tyres you are allowed to use.
If you are allowed to use slicks, then you need to check local availability of soft hillclimb slicks.
14" will be fine providing you can get a good selection of usable tyres.
When I was looking, 14" had a tiny selection, but 15" had a massive selection from all makes, so I went for 15"x7".
16" had a very small selection back then too.
If you are only going to be using road tyres, then the selection will be different.
So as I said, buy wheels to suit the tyres you will be using.
