Firstly my car has a 1.7ie (8 valve) engine, not the 16V - it is relatively straightforward to put in the 8V, the 16V is wider and aparrently not as easy to fit- others may be able to advise better.
As for the balance of the car- more power doesn't affect the balance adversely although it does bring traction and torque steer problems..
If my experience is anything to go by you will have less problems with torque steer etc with the 16V as it simply doesn't have the low speed torque of the 8V.
The extra power is heaps more fun though- just do your measurements and fit it. Make sure you put in a new set of spark plugs first though- it will be a complete nightmare later...
As for your EFI Bob- do you know anyone else who might have a similar car or a wrecker who is dismantling one? it would be good to see if you could try swapping an ignition module. Check out the price of them- it is a fairly universal bosch part (you can get the number off the unit) and if it is cheap it might be worth trying one.
