could be a number of things !
Possible problems :
The cooling system return hose ( 8mm ) might be blocked - take it out from both sides and blow air into it to see if its free of dirt
The radiator could be blocked - let the car warm up a bit and check temperature on hoses of the radiator on both sides. Should be the same. If one is hot and the other is cold the radiator is blocked
The thermostat could be blocked closed and doesnt open up for the water to circulate - change thermostat or try unblocking it by hand or straight screwdriver from inside
the cooling fan could be connected the wrong way and when its on, pushes the air out instead of sucking it in the enginebay - that would overheat the car when running. Change polarities
the cooling fan may not function at all. Usually it goes off around 83 to 85 degrees, depending on what specifications your fan switch is built on.
