I think on the Sud the sensor is 'normally open' so kevjtd is right in that you need to disconnect the wires to see if it's a faulty sensor. On the sud I've just bought I found that two of the sensor wires, there are 4 on mine for 2 sensors, were just hanging loose as the rubber pipes that cover the connectors had perished. The connectors within are also very fragile but I made a neat repair by carefully tweaking the connectors and using some heat shrink tubing.
Also I have found there is a small electronic box mounted near the coil which tests the brake and temp warning lights on startup, this unit also provides the intermittence for the wipers, could be a fault here perhaps?
