Ultimate power will be much the same between carbs and EFI but the injection will be a lot more drivable when set up well.
I tried 40mm, 44mm and 48mm carbs on my Sud / Minari racer and then went to a MBE injection system using the standard 40mm throttle bodies from a 16v 1.7. The change to injection only gave about 2 bhp at the top end but it boosted torque in the midrange.
The main advantage was that when using FD2 cams (a full race profile) the car would pull full throttle smoothly at any engine speed over 2000rpm. On the carbs it would die, cough and fart etc if you came out of a corner in the wrong gear by mistake.
I believe that standard 40mm 16v throttle bodies are good for around 175bhp before they become the limiting factor. (Don't forget that a 48mm carb will probably have a choke size of 40 or 42mm which will be the limiting factor in airflow into the engine.)
I would go for EFI every time (and this is what I have done on my new Minari)
