Sounds like an earthing fault to me - The circuit is only earthing when the lock has thrown.
Check the following:
1) There is a white plastic disc which sits behind the steering wheel boss (you need to remove the shroud to access). This has a metal conducting ring which attaches to it. This forms part of the electrical circuit. Check the cable attachment to it and the 'brushes' which rub on it. This provides the earth return to the horn.

I don't think it will be the push button itself because the circuit works with the steering lock on.

Whatever, it sounds like something very simple which won't cost anything to repair.

Good luck
Dan

This is a common fault - it is the rack earth broken. It is inside the metal "U" bracket that fixes the rack to the car - this bracket has a rubber inside it and passing through this rubber is a metal strip that breaks - to fix it strip off the insulation from a bit of wire - pass the copper strands through the hole in the rubber and bend flat each side so one side is touching the alloy rack body and the other the inside of the metal "U" bracket - bolt bracket back on and fault will be fixed
