Did it just start to happen? If not, maybe the correct twin filament type bulb is not in properly. Potentially, the tiny current to indicate bulb failure could light some bulbs (e.g., if an aftermarket LED type was fitted - the only LEDs are the 166 rear indicators). Or is it one of the halogen tails?
There is a known (expensive) problem on either the 147 or 156 where a fault in the speedo keeps the light on - never heard of this on the 166 though.
The typical problem on many cars (esp older Renault, Pug) was a rusted earth at the fitting that caused part of the cluster to light up dimly all the time. This is usually because water has got into the cluster.
I'd suggest trying a different bulb (or swapping brake bulbs) first, and then investigating connections.
