Quite bizarre. Given what you've said about it not wanting to rev past 3200 irrespective of throttle, I am inclined to lean away from fuel supply.
Quick thoughts -
When the revs die, does the rev counter drop to zero ? If so, it could be the crank pick-up itself.
When you get to 3200 and you lose power, esp when you've a fair amount of throttle, does it ten to burble as if its burning fuel in the exhaust ? - if so, It'd point to ignition gremlins rather than fueling. I seem to recall theres a seperate ignition module.
What happens if you force the revs to stay above 3200 - eg down a hill or dropping a gear- and keeping a bit of throttle ? Does it stay without power until the revs fall below the magic number ?
This may sound random, but I wonder if the their may be a gremlin in the throttle position sensor causing oddities. If you get a chance, try disconnecting the throttle sensor - the engine should still work fine, and see if it still happens. Probably this is a nothing.
