I'm new to the forum, but saw your post and think I can help.
The fuse for the 164 heater motor is located on the reverse of the 'heatshield', at the expansion tank/brake fluid side. It is on a block where your main battery cable connects.
The fuse could be either a large 40 amp plastic (which just plugs in) or a thin metal type (which bolt into place). If it is the latter type, you will have to separate the connection block (undo the main cables and clips) which should expose the fuse wire (examine it carefully, as these fuse wires can be split/cracked and still appear intact, so give it gentle flick to test).
Its not hard, just a little fiddley.
If you dissassemble the block on the front of the 'heatshield' (for radiator fan), you will be able to see how it is set up and then tackle the actual fuse at the rear.
