From memory, the pump should run when ignition switched on until adequate pressure achieved - about 1 - 2 seconds, when it will switch off until engine cranks, thus releasing pressure. With fuel pipe open to atmosphere, it should have pumped continuously.
The relay is mounted on the front left of the car on the slam panel, sort of behind the headlamp in a bracket held on by small thumbscrews - it is a common fault for corrosion on contacts to cause faults here.
Manual - not sure - probably some going on Ebay on CD.
