FWIW, I'd pop the auxillary belt off, then see which of the items can be turned easily by hand. PS pump should turn OK. A/C compressor pulley should spin freely with the clutch disengaged (which it should be with the engine off of course). If the clutch bearing has siezed, then you should still be able to spin the compressor OK, albeit with some effort. Normally, the compressor will cut in & out as required, so on the face of it, if the clutch bearing is siezing then worst-case you'll be tending to over-pressurize the A/C at times.
As smoking belt suggests something is very wrong.
A hot outlet pipe on the compressor is normal when it's working - the compressing of the 134 from gas to liquid gets it pretty warm.
However, it does sound as if the compressor is struggling. The clutch isn't that powerful and could well be slipping if the compressor is starting to sieze up.
