I didn't know there was a 25 year rolling exemption. I thought is was when they introduced roadtax in 1971. all cars prior to that do not pay tax.

Yes, he did. It was introduced by the Tories in the early '90s but, after Labour put a stop to it, anything built on/after 01.01.1973 has the same tax charges as cars right up to the start of 2001.
