Avoid like the plague! The "device" has been around for years. I was invited to be a consultant as I was a fuel management system specialist. They forgot to pay me however!
What it did do was upset the servo-braking on the Irmscher Omega. BTW if you have one and are annoyed by the whistling noise, you can spend more money and get a filter from Ram Air.
It works by relieving the vacuum in the inlet manifold and, theoretically, stopping fuel being drawn past needle valves or injectors. There was some benfit in that direction with worn needle valves and mechanical injection. With modern electronic injection and injectors the fuel is already cut off on over-run and were there to be any leakage, the exhaust boxes wouldn't last very long - or the cats for that matter!!!
