Does the released hanbrake allow the lever on the caliper hit its stop?
If not you need to sort the cable. Very likely to be seized on this car or too tight.
Most (in my opinion) probs with handbrakes on cars with handbrake working on the caliper relate to muppets tightening the cable so the self adjuster can't work.
Cable slack, caliper lever on the stop, then the self adjuster can work.
By the way the pads don't spring back 2 or 3mm from the disc. They move a tiny amount only.
I have seen calipers binned on mk2 golfs when it was the adjustment out only.
I had one myself where I was recommended to change the caliper. I slackened the cable so the lever at the caliper was on the stop. Took out the pads, wound the piston back in so the pads were loose in the caliper, refitted the pads, pumped the pedal about 20 times so the self adjuster worked. Nipped up the cable tension so that it was just slack when the handbrake was off. Miraculous repair!
