166 Handbrake Adjustment

Anyone out there know how to adjust the handbrake on a 166?
Mine just failed the Mot cos the handbrake was just 11%.
Calipers are working and I have now fitted new cables but the handbrake is still crap unless you apply the handbrake while the footbrake is pressed and then release the footbrake.

adjustment is through the 13mm nut under the handbrake lever itself, pull back the boot a little and you will see it. Sounds more like the pads are not up against the discs enough, I would slacken the handbrake off more and depress the pedal several times to rotate the pistons out a bit, then go back to the handbrake adjuster.

Remove the handbrake boot.

Tighten the adjustment nut on the handbrake lever until the rear wheels are not braked.

Refit the handbrake boot.

Remove the vehicle from the ramp.

What does this mean? That tightening the adjustment nut untightens the brakes?

Llift handbrake lever to third or fourth click and adjust the nut under lever until rear wheels are braked.

Thanks for all your help, I tried the methods above several times and managed to just get enough to pass the Mot but the handbrake is still poor on its own but rock solid if I put my foot on the brakes momentarily while applying the handbrake and also the lever comes up further while the foot brake is depressed.
I don't know what else I can do really, the cables are new and the pads have been change recently and the calipers seem to be working properly.
