In defence of the dealers, they don't set the price of the part, that is done at HQ level. Dealers get a discount on parts, but it can be as little as 11% on some stuff. They've probably got a 20 to 30% GPM on the part, the majority of which will be used to fund their running costs. The majority of the markup is made at corporate level, Alfa will be buying these either from the manufacturer or from GM for pennies in comparison.
I'm not 100% sure, but I don't think franchised dealers are authorised to sell non-genuine parts. It would certainly look very bad in the eyes of some customers if the dealer had charged them £70 and sent them a GM boxed part, as helpful as that would have been.
