Glow plug leak?

Whilst tinkering today I noticed a lot of oily mess around one of the glow plugs. The rest are clean as a whistle so something's not right.

I thought it may have been left over from the leaking swirl flaps on the old inlet manifold, but it looks like it's run down over the new one, so i'm guessing it's happened after the new one's been fitted.

Also, the bottom side of the place where the plug goes in is pretty clean making me think it's not coming upwards from the manifold.

I squirted some soapy water on and it did look like it was bubbling a little (I couldn't rev and watch as i'm on my own) but there were no bubbles form the swirl flap.

I've had a good Google but everything i read says glow plugs won't leak fuel so i'm a bit
